Why scanned PDFs come out sideways
Scanners and phone cameras do not always know which way is up: a page fed landscape into a portrait scanner, or a photo taken in a hurry, lands in the PDF rotated. Some viewers compensate using rotation flags, so the file looks fine on one machine and sideways on another — the underlying page never changed. Rotating here rewrites the page orientation itself, so the fix travels with the document instead of depending on the viewer.
Permanent rotation, not just a different view
Every PDF reader can rotate a page for viewing, but that rotation lives in the viewer, not the file: print it, and the printer may disagree; open it on a phone, and the sideways page is back.
